Choose your leaders
Evening all! As mentioned in the CR planning post, this month will see some new information added to the game: the Elites, a list of the most influential characters in each faction. In this post you will have the opportunity to create characters who will be your faction leaders.
Summary
Elites are the most powerful characters in their respective communities. They are faction leaders, and as such direct the overall strategy of their faction in the game. The initial list will be composed mostly of NPCs, but as the game progresses they will be gradually replaced by player characters.
So who are these NPCs? That's what you're about to decide in this post. You can make up characters that you feel will work best with what you want to do in your faction. Would you like a power-hungry leader who wants your faction to make a grab for as many territories as possible? Great, go for it. Or would you prefer a character who takes a more laissez faire approach, giving your characters the freedom to live as they choose? It's up to you.
Please note: these NPCs are not designed to be played. This is about world building and establishing the status quo of the game. Why make up NPCs if they won't be played? Because it gives you the players the chance to decide what sort of character you want to lead your character's people. The personalities and beliefs of the NPCs will influence the overall direction of the game. It also gives you a target toeliminate gently dislodge in the future when your character gets ambitious.
Choose your Leaders
All right, let's make up some big-hitting NPCs. There are a few guidelines to follow, namely that the characters you submit should 1) be original characters; 2) match up with the game information about their factions; and 3) be consistent with the game information about their type. For example, it's basically mandatory that all faery monarchs are capricious bastards. That's just how they roll.
Here are some suggested roles to fill for each faction:
Circle Daybreak: Maiden (age under 30), Crone (age 60+).
Circle Midnight: None, it's quite plausible that all the high-ranking characters are dead, gone or in hiding. But if you'd like to suggest a character, let me know!
East End Pack: Derek, submit yourself!
Hillingdon Clan: None required, the clan are a motley crew who may or may not have a leader at this point. However, you could submit a Clan Leader if you feel that would be helpful for the faction as a whole.
Islington Nest: Duke or Duchess of London Central. That's the main one, but if you want you could also add the Marquess/Marchioness of the various boroughs under Islington control.
Night Council: None specifically, but other NPCs you submit could double up as Representatives. Only witches, vampires, meta humans and shapeshifters allowed.
Redbright Institute: Dean.
Seelie Court: Faery King and Faery Queen.
Unseelie Court: Faery King and Faery Queen.

Supports: Circle Daybreak, Night Council, Redbright Institute.
Neutral: Circle Midnight, Shapeshifters.
Against: East End Pack, Hillingdon Clan, Fae.
Goals: To expand Islington's power and territories. She seeks to use Islington's immunity from hunting to its fullest advantage as they recruit new blood into the nest. She'll do whatever it takes to achieve these goals, including throwing lesser vampires to the mercy of the other factions if that's what it takes.
Notes: A very old vampire, her vanity is matched only by her sharp intelligence and fierce temper. She often make "pets" of both humans and vampires that she'll keep for a few years until growing bored and casting them aside.

EAST END PACK: Derek Hale
Age: 23
Species: Werewolf
Faction(s) and roles: East End Pack, Alpha
Supports: Due to building relationships, Derek is becoming an ally of CIRCLE MIDNIGHT and, though more cautiously, SEELIE/UNSEELIE FAE
Neutral: CIRCLE DAYBREAK, REDBRIGHT INSTITUTE though their close connection to the NC concerns him, shifters, some hunters (non-aggressive, focused elsewhere)
Against: ISLINGTON NEST, other hunters, and - more tolerantly, but still - NIGHT COUNCIL.
Goals: Derek's main interest is ensuring the security of his pack; the majority of his actions come from preservation and he's interested in strengthening the faction and their position in London. He's hesitant to start aggression but also unwilling to back down. Being so disconnected from other factions and the murder of the previous alpha has them on the back foot, and Derek's attempting to change that by making some new alliances.

UNSEELIE COURT: Queen Rhoswen
Age: 1500 someodd years old
Species: Fae
Faction(s) and roles: Unseelie Court, Faery Queen
Supports: Unseelie Court and to a much lesser degree the Seelie Court. Has connections to someone on the Night Council. She had some old ties to the earlier version of Circle Midnight but she has let it lapse.
Neutral: She doesn't care much about the Packs, and has no interest in the Hililngdon clan aside from perhaps hiring them occasionally incognito or through proxy. Also if someone is pretty enough she'll show specific interest in that clan member.
Against: Islington Nest. There was an incident. Sometimes Vampires are just rude. Also she used to have a lover in the Nest. Some say he is well preserved deep inside a glacier somewhere where she can admire and gloat.
Goals: Rhoswen is playful but as temperamental as a child. She can be fickle and flirty in court functions sometimes and others disappear after a brief appearance in a fit of pique, she has been somewhat depressed ever since the incident with her Vampire lover and has left a good deal of the formalities to the Winter King. Her goals are obviously firstly balance between the courts. She doesn't care at all what is going on in the human world beyond toying with a meta human or witch here and there and isn't terribly concerned about ways closing.
Notes: She's actually quite vain, moreso that most faeries. In fact it is quite possibly why her vampire ex-lover is buried in ice. He fell in love with someone else. Which let's just say was completely unacceptable.
Rhoswen likes to collect pretty things. That includes people and animals. She doesn't kill them but does have a bad habit of enslaving them. She uses crystal collars that make the wearer to do her bidding. Three favors and you are hers.

UNSEELIE COURT: King Cernunnos
Age: Several Thousands of Years old
Species: Fae
Faction(s) and roles: Unseelie Court Faery King, likely Night Council
Supports: Night Council, Unseelie Court, Seelie Court, Werewolves
Neutral: Vampires, Metahumans, Ghosts
Against: Mostly just not pleased with doors closing, Nor with human pollution, the systematic destruction of his forest lands in the human realm and hunting of creatures to extinction. So he has problems with Circle Daybreak currently though doesn't feel hostile toward them, and he's severely annoyed with humanity.
Goals: Cernunnos's goals are as much balance between the courts as it is trying to keep the natural order in place. He is, in effect, a forest figure and a protector of animals.
Notes: Just because he is more of a protector than most of his counterparts do not mean that Cernunnos is in anyway less of a threat than the rest of the fae. In fact, he enjoys joining the Wild Hunt with the Seelie King, he is built large and his strength in physicality is matched in his magical strength which are both vast, and while he is generally genial, when angered, the sky rumbles with thunder and the earth shakes before him. He stays out of a lot of the court politics unless absolutely necessary but he does enjoy gathering with his fellow fae and he takes the phrase 'eat, drink and be merry' to heart. He has horns like a stag in full unseelie form and appears to have evergreen plants like holly and pine growing in his brown hair and beard.

- Basically everyone except for fae. He just doesn't care that much; everyone is either fae or those losers who aren't fae. He's probably had a metahuman kid or two, but he doesn't care about them, either. What a great father figure.
Against: N/AGoals: He's more of a glory hound than the Faery Queen; enjoys a good hunt or conquest or two because really, what are you going to do after a couple thousand years or so without getting super bored? Actually, that's a pretty important motivation for him: staving off boredom, because even the contests with the Unseelies get kind of tiring after a while. Seems more outwardly easygoing than the Queen, but much more likely to bring down the wrath if anyone tries to wriggle out of a deal with him. Tell him a good story and show some respect, and you'll probably be fine. Probably...

- May have a meta-human child or two. Who's counting? They're probably dead by now anyway, if they're not with the court.
Neutral:- East End Pack. Werewolves are kind of hilarious, but they're also dangerous and smelly, so it's a wash.
- Witches in general. No one's dared to try and summon her in recent memory (if at all), but if they did she would certainly twist the request however she could.
Against:- Thinks vampires are basically gross vermin who get addicted to fae blood, gross. Can deal politely with them, but doesn't particularly like them.
- Night Council. Wow, how dare they not invite her to their party? Not that she'd go, but still.
- Circle Daybreak. See above.
Goals: She's a card-carrying Seelie court member. Art, music, nature, beauty, all that jazz. She doesn't particularly care about goings-on in the human world as a general rule, because Faery is better and so are the fae. Her first and foremost goal is counterbalancing the Unseelie Court and making sure no one disrespects her. I mean, her court and the fae in general.Notes: Regal, cool in manner, very High Queen. Right down to her manner of wrath if anyone truly angers her. Think Arshtat from Suikoden V, but more stable and considerably more ruthless. Truly considers herself the embodiment of summer -- simultaneously capable of warmth and scorching the earth.

Neutral: She "loves" everyone, so to speak. The Institute is welcoming to everyone who wants to learn, though thanks to Night Council support, she is wary against werewolves and vampires. But if they want to enroll, then hell.

Notes: Super French all the way to her personality; students and staff thinks she's a little off sometimes. Has a record of flipping around students' notes as a prank and changing the teachers' powerpoints to opera youtube videos that no one can even understand. She also uses potions to give herself a younger appearance, making her look late 40/early 50s instead.
