I had to think a little on it but given that Finnick has binding-related trauma baked in to his backstory I think I'd like to keep him free for the time being, but obviously he would be furious about this and is probably going to be plotting to destroy Samantha somehow from the moment he finds out it's happening. I'm down for him being investigated but otherwise I think he'll be trying to gather opposition from the fae side of things :')
