There are no special circumstances as such. ICly, it's not impossible for Caroline to make level 3 if she sufficiently impressed her superiors. To make an exception and provide her with daylight jewellery at level 2 would have to be approved ICly either by Jean-Claude or her level 4 superior (who that is depends where in Islington territory she lives or operates as a member of the nest). Unless Jean-Claude decides to change the rules and allow all level 2 vampires to request daylight jewellery, there would have to be a special exception just for Caroline. If that happens, Caroline may face bitterness and jealousy from other vampires in the Nest. If you are willing to go ahead and play with the consequences, that's fine, just be aware it could cause some IC tension!
