Okay, I guess the question was more about what special circumstances are required for a level 2 vampire to be granted one, though I actually don't see the reference to these circumstances on the vampire page anymore. Has this been changed?

I think the main thing for me is that it doesn't seem to make sense from the IC perspective that a vampire as young as Caroline would rise that high, so at the moment, I have no plans to put her at level 3.

I realize this may mean she never get daylight jewellery but if there is a way that makes sense for it to happen, that would be preferable.
