Was this ceremony open to the supernatural public at large or only daybreak witches and guardian/outreach security?

I ask because I'm trying to settle in my mind if Guinevere would've been there to watch. (I know she would've wanted to see Midnight punished. However, it was a full moon, so she'd be a little punchy and might have stayed away for that reason.) Anyway, if she went, she also would've tried to speak with Sylvia to thank her for taking a firm stand. None of this is something I need to thread out. I simply wanted to figure out what was possible, even from a hand-wave point of view.
