I'm thinking he would have written to Hillingdon formally in some way, you know, gotten them to post ads etc in Hillingdon house and get the word spread. Equally Childermass was probably involved too. Norrell is probably far too busy to send personal letters but he would reply to one if it was sent, after making a face at it.
