Night Council Representatives, Bribery, & You
The results of the Night Council and Guardian nominations are in! Congratulations to Lancelot Dulac (
knightscode) and Faolan O'Neill (
reticence) who will be joining the Night Council as Guardians.
Your Esteemed Representatives
The Night Council representatives are listed in the Elites information post. But they're not just a bunch of pretty faces, oh no. They can be influenced.
Bribe a Night Council Member
Ah, the sweet smell of corruption... From today onwards, there will be a new activity reward available to level 2 and above characters!
• Bribe a Night Council member.
This reward will cost six points, and can be used to influence any level 4 or above Council member i.e. the Representatives, Vice President, President, etc. Essentially, you'll be influencing a Night Council member to either act more favourably or less favourably to a faction/species of your choice. You can do this in any way you want. Take them out for a big fancy meal. Buy them a car. Shower them with gifts. Every Council member can be influenced, even Sylvia. Generally speaking, these bribes will be hand-waved unless you want to play any particular aspect out in which case you can either play the NPCs yourself or ask me for a log with Sylvia.
You can bribe each Night Council member no more than once every month. This means that you can bribe multiple members in the same month, if you have enough activity points. For example, if you wanted to bribe two Night Council members, this would cost twelve points.
Now why would you bother bribing a Night Council member? Well...
Make a Petition
You can now petition the Night Council to pass or repeal laws in your favour! This doesn't have to be a law as such, it could be anything that the Night Council might have the power to do something about e.g. pardoning a criminal, changing the rules about who can join the Night Council, even intervening in territory disputes.
To make a petition, fill in this form:
Your petition must be seconded by three different characters (not played by you) in order to be put forward as a motion to the Night Council.
Now here's where it gets interesting. The Night Council will vote on whether or not to pass the motion, and which way they vote will depend on how favourable they are to the various factions and supernatural communities. That vote can be influenced by your bribes. The results of the vote will be calculated and announced by the mod in the next scheduled plotting post, so it could take anywhere up to a month for the Night Council to make their decision. Once announced, the motion will be considered an IC action and characters can react accordingly.

Okay. This might seem a bit complicated, so let's break it down. Here's the process:
1. You want the Night Council to do something that either benefits your faction or screws over your enemies.
2. You bribe the Night Council members.
3. They like you. They hate your enemies.
4. You petition the Night Council to do what you want.
5. Thanks to your successful bribe, the Night Council passes your motion. Hurrah! Democracy in action.

Re: QUESTIONS
Does bribing a character mean that that character will definitely vote in your favor, or just make it a little more likely they will? Also, does the Night Council intervening in a territory dispute mean a win for the side that it's intervening in favor of?
Are things like 'appoint X as representative for Y faction' or ordering other factions to do something also included in the petition category? For example, could the Night Council make Circle Daybreak stop sealing off the Other Realm, or make Islington put up with werewolves in their territory?

Bribing a character does not mean that the character will definitely vote in your favour, but it does increase the likelihood that they will. The Night Council intervening in a territory dispute does not guarantee a victory for the faction they are supporting, but it does make it more likely.
Representatives are elected every two years, and are nominated by their respective communities as follows:
President: Nominated by members of Circle Daybreak, Islington Nest, Redbright Institute and Night Council. Only members of these factions get a vote. Millicent does not allow any other vampires to be nominated because she hates competition.
Vice President: Nominated by members of Circle Daybreak, Islington Nest, Redbright Institute and Night Council. Only members of these factions get a vote. Millicent does not allow any other vampires to be nominated because she hates competition.
Witch Representative: Must be a witch. Nominated by members of Circle Daybreak. Only witches who have joined Circle Daybreak covens get a vote.
Vampire Representative: Millicent doesn't believe in democracy and therefore doesn't allow anyone but herself to be nominated. Only members of the Islington Nest get a "vote".
Shapeshifter and Meta Human Representative: Must be a shapeshifter or meta human. Nominated by Night Council, Hillingdon Clan and Redbright Institute. All shapeshifters and meta humans get a vote.
The Hillingdon Clan traditionally abstains from any involvement, so they tend not to nominate or vote for anyone.
You could lobby for a particular candidate when the next election comes around (this will be announced on the calendar). This will be possible for all of the seats on the Council except for the Vampire Representative, because Millicent winning is a foregone conclusion. Obviously the election system is entirely fair and just, and not at all open to the possibility of vote rigging, corruption, etc. But that's a way off yet.
You'll notice that the East End Pack have been cut out of the democratic process entirely, and the Seelie/Unseelie Court were never in there to begin with, so that's certainly something you could petition about. The one thing you won't succeed in is petitioning the Night Council to force Millicent into making the Islington Nest more democratic, because they all know that she'll murder them if they try.
Which brings me to your question about other factions. Traditionally, the Night Council allow each faction to set their own local rules about what can happen in their own territories so it would take a lot of persuasion for them to interfere. They can exert pressure to change things, however, so it is possible to petition them. Islington is again the exception here, for the same reasons as above.
